It is undisputed at all levels that above-average ability and motivation should receive special support. Psychologically, because the strong intellectual curiosity of children and adolescents must be satisfied; otherwise, the healthy development of their minds and personalities will be stunted. Pedagogically, because providing young people with exceptional intellectual aptitude an appropriate learning environment is one of the most rewarding tasks. Culturally, because fostering talent is always also about nurturing the next generation: for careers at conservatories, for the many ensembles, orchestras, choirs, and music associations—indeed, ultimately for a vibrant and dynamic music scene as an expression of social identity.

Support for Gifted Students as a Constitutional Right

Everyone is in favor of music and of fostering musical talent, so it came as little surprise that in 2012 an overwhelming majority of voters supported enshrining this as an obligation in the Federal Constitution. Switzerland is thus presumably the only country in the world that explicitly emphasizes this issue in its most fundamental legal and political document.

This special status is thus primarily due to the direct-democratic instrument of the popular initiative, which makes it possible for issues that enjoy widespread public support to become matters of constitutional significance. However, the referendum did not spark a wave of national activism comparable, for example, to the situation in South Korea. There, in the late 1990s, music promotion was declared a consistent state strategy, which has since not only led to a striking number of successful Korean musicians on international concert stages but has also introduced the world to the phenomenon of K-pop.

Pragmatic implementation without a clear status

Such decisive steering would be unthinkable in this country. Instead, the federal government essentially fulfilled its constitutional mandate to promote gifted students by developing a framework that allocates funds to cantonal support programs for the financial assistance of talented students. Even before the publication of the framework concept, the Association of Music Schools and the Conference of Music Colleges had set out to formulate contemporary competency profiles, processes, and objectives in a guide to supporting gifted students. As one of several levels of support, the “pre-college” program was defined as explicit preparation for college studies, and minimum standards were drafted; compliance with these standards guaranteed the award of an exclusive “pre-college” label and recognition by the associations. A total of 11 labels have been awarded to programs throughout Switzerland to date. These programs offer a comprehensive stylistic and pedagogical spectrum across various time models and with a wide range of specializations, and collectively cover all specializations within bachelor’s degree programs.

However, despite earlier political declarations of intent, the hope for state recognition of a formal educational status for pre-colleges and a legal basis for sustainable funding has remained unfulfilled to this day. Furthermore, compensation for the support provided to out-of-canton students in pre-colleges is by no means regulated and remains dependent on the goodwill of the cantons. And while the diverse landscape of private institutions, numerous foundations, altruistic patronage, various competitions, and specialized school programs (the EDK list of «Intercantonal Agreement for Schools with Specifically Structured Programs for Gifted Students» lists 20 programs with a musical focus across 18 cantons), a uniformly designed, quality-oriented, nationwide support structure remains a distant prospect.

Diversity as a Strength—The Need for Clarification

It is open to debate to what extent such a uniform support structure would be a realistic—or even desirable—goal. Of course, it remains the responsibility of conservatories and music schools—as the leading institutions in the promotion of gifted students—to ensure that the diverse and largely uncoordinated cantonal programs are not merely labeled as «promotion of gifted students,» but actually provide such support.

But aside from the existing shortcomings, the years of debate have certainly had a constructive and unifying effect: The issue of fostering musical talent has moved from the sphere of those directly affected into the consciousness of the general public. Past disputes over jurisdiction and ideological conflicts have largely been resolved. Competition has given way to exchange and collaboration. Ongoing reporting requirements provide—at least for the pre-colleges—statistical foundations for further development. And the pre-colleges, for their part, have developed a diversity of support methods, models, and programs tailored to their curricula, moving away from a one-sided focus on high-level classical instrumental performance. Thus, the federal structure finds a positive echo in the diversity of these profiles.

However, pre-colleges do not serve as confirmation of a special talent bestowed by divine grace; rather, they offer practical support and guidance for those who wish to dedicate their lives to a professional career in music through college studies. They thus bridge the gap between the general musical education provided by secondary and high schools, as well as instrumental and vocal training in private lessons, on the one hand, and the above-average requirements for college admission on the other. Pre-colleges no longer see themselves as the ominous «last mile» they were once called, but rather as the first step toward a professional career. With such generous pragmatism, general acceptance may even have grown stronger. For if there were any reservations at all regarding the promotion of talent, they stemmed from Switzerland’s long-standing aversion to elitist classical music and restrictive exclusivity.

However, once acceptance becomes widespread, the debates die down, and there is a growing danger that established practices—based on intuition and tradition—will simply be carried on as they are, even though there is still much to be done. It is now the responsibility of the funding institutions to prevent this unchanging continuation. They have a duty to continue the discussion within the field, to continually reexamine, renew, and update their methods, ideals, and justifications, and to measure them against the scientific findings of what has now become a mature field of giftedness research. For the world keeps turning. Politicians, in turn, have the task of permanently clarifying the framework conditions—both regarding the status of the Pre-College and its (including intercantonal) funding. This financially sustainable outlook is an urgent priority, and it should be examined whether status and funding could be topics for the next cultural policy message.

The Bigger Picture

While fostering musical talent is indeed an educational policy task and primarily involves providing resources, spaces, support, methods, research, and formalized structures, But above all, it is also a mindset. It is an expression of optimism, of trust in the youngest generation and in their ability to one day actively shape the cultural world from the front lines: a world that will differ from the present, one that will be shaped not only by dominant AI but also by global threats, fundamental shifts in values, and the loss of cultural assets once thought to be secure. The promotion of musical talent is therefore definitely no longer about fulfilling sentimental ideals, but is forward-looking and empowers a young generation to put their talent to work in the service of vibrant music—and thus of a society that believes in itself. It is a form of social self-empowerment and ensures that, even in a new world, we will have good music—created by those who are particularly gifted in this regard and who have benefited from widespread support for their special talents—music that, in turn, must be continually reinvented: by the talents who are still young today.

In recent years, a trend has emerged throughout Switzerland as part of the federal «Young Musical Talents» program that also affects pre-college education.
